I'm not positive, but while the government has committed $110 billion to Katrina relief, I don't believe a penny of it has been disbursed.

Preznit Farty says it's been committed. Disbursed is another question, though I seem to recall seeing a story somewhere in my recent internet meanderings suggesting that what payouts there had been were to the benefit of the Republicans' corporate masters, not to the citizens whose lives were directly impacted. Naturally. If trickle-down doesn't work as an economic theory, try it in disaster relief instead. All y'all have to do is wait for all those beelyuns and beelyuns of federal dollars to trickle down to the local level...sometime next century, by which point they'll be useless except as toilet paper.
